Performing Equity Developments (Shawnigan) Ltd. retained the services of MSR Solutions Inc. to review the capacity of the community wastewater treatment plant owned and operated system by the Cowichan Valley Regional District (CVRD). The Arbutus Mountain system currently serves two phases of the development totalling 120 home sites. The proposal adds an additional 64 homes to the system. It also includes a grocery store and four 2-bedroom apartments. This makes a total of 191 equivalent single family units. As a condition of supporting the additional sewage loading from the final phase, the CVRD has requested confirmation of the capacity of the treatment system. They also requested an improvement plan to meet the additional loading expected at build out of the development.

Improvement Plan

Following the capacity analysis, MSR Solutions proposed an improvement plan which includes the following:

  • The addition of a new preliminary screening system to enhance solids and biological removal for treatment improvements
  • The addition of a new 58 m3Polyethylene EQ tank located outside of the existing plant. The proposed provides a buffer for incoming flows to accommodate equalization of peak hour flows. Aeration will be provided with duplex air compressors from within the building, with a loss of air alarm provided back to the Programmable Logic Controller (PLC). Time dosed duplex pumps will operate on a Time On – Time Off sequence which is adjustable at the main programmable logic controller (PLC) to allow flows to equalize over the 24 hour period.

MSR Solutions prepared and submitted a 3D model of the existing facility as well as the proposed equipment and piping. We also prepared and presented civil/mechanical drawings including plans, sections and detailed supporting design and construction documents to stakeholders for review. The project design and construction works are expected to be completed by winter of 2018/2019.
